Russia: New rules for identifiers of personal devices aimed at fighting financial cyber crime

The Central Bank of the Russian Federation (‘the Central Bank’) introduced, in 2018, further rules establishing the requirement for banks to allocate identifiers for clients’ devices in order to collect and analyse specific settings of client’s devices (‘the Rules’). Vyacheslav Khayryuzov and Yulia Baimakova, Counsel and Associate at Noerr LLP’s Moscow office, respectively, provide an analysis of the Rules and the way in which they seek to combat money laundering and the financing of terrorism.
