CIS: Data protection in 2017

2017 saw a wave of modernisation of the legislative frameworks for the information society across the CIS, in order to allow the regulation of digital services to meet the challenges presented by the increasing diversification of information exchanges. Additional public safety and security challenges posed by activity on the internet have led to further obligations on a variety of digital content providers to identify online users, a trend evidenced in Russia. Additionally, in the data protection sphere, the spread of e-commerce and e-government has propelled many states to refine their data protection laws, including Belarus and Kyrgyzstan. In this article, Maria Ostashenko and Anastasia Petrova of ALRUD in Russia, Ivan Simanovsky of COBALT Law Firm in Belarus and Saara Kabaeva of Lorenz Law Firm in Kyrgyzstan, examine the form these changes have taken in three countries in the CIS, and outline their predictions for the future.
